Billions of people, most of whom live in the poorest parts of the world, have still never heard the good news of the Gospel of Jesus Christ. Shepherd 23:1 aims to support leaders in those areas.

  • The 10/40 Window is the rectangular area of North Africa, the Middle East and Asia approximately between 10 degrees north and 40 degrees north latitude.
  • Two-thirds of the world’s population live in the 10/40 window illustrated below.
  • 95% of these 4.5 billion people are unevangelized.
  • 87% are the poorest of the poor, living on an average of only $250 per family annually.
  • In many of the 69 nations, witnessing the Christian gospel is illegal and will result in imprisonment or death.
  • 45 of the 50 worst countries in the world for persecution of Christians are in the 10/40 window.
  • Child prostitution and child slavery run rampant in many of these nations.

Shepherd 23:1 has a mission that no child, teenager, adult, or leader should have to go through life alone

Without Christ, people are lost, distressed, and downcast

No human leader is sufficient for meeting the deepest needs of their life

They feel uncared for with no shepherd or guide

“Seeing the crowds, He felt compassion for them, because they were distressed and downcast,
like sheep without a shepherd.” Matthew 9:36

Shepherd 23:1 is on mission to change that…

By proclaiming the Gospel of Jesus Christ where He is not known.

“How are they to believe in Him whom they have not heard? And how are they to hear without a preacher? But how are they to preach unless they are sent? Just as it is written: “HOW BEAUTIFUL ARE THE FEET OF THOSE WHO BRING GOOD NEWS OF GOOD THINGS!” Romans 10:14-15

Our focus …

Developing and caring for youth in need

Caring for more orphans in South Asia – Children are being orphaned in northeast India because of the religious conflicts. TL has been asked to care for 40 such children in the mountains of Manipur in addition to the 25 currently being cared for in Bangalore.

Caring for more street children in Sub-Saharan Africa Pastor Fred is responding to God’s call by rescuing orphans & other vulnerable children from the street, rehabilitating/discipling them, and then reintegrating them back into their communities as faithful followers of Christ. Pastor Fred is focused on this effort and is caring for 24 children at The Shepherd’s Home in Busiu

Developing shepherds/pastors

Expanded pastoral training in South Asia – Responding to this call, dozens of young men and women are being drawn to attend a Bible college established by Pastor TL where they will be trained to become evangelists and shepherds to their own people. 57 students graduated from the Biblical Theological College & Seminary in 2023, and 84 new students from South Asia are needing this vital pastoral training in 2024 & 2025.

Expanded pastoral training in Sub-Saharan Africa – Because discipleship is vital in the spiritual health of the body of Christ, more African shepherds must be trained to be effective ministers of the Word to faithfully fulfill their calling. For the coming two years, Pastor Fred is developing eight Shepherd Leader that will train 303 pastors across the region.

Developing Community Churches

Increased church planting in South Asia – Local evangelists are identifying more new villages in India where people have never heard the gospel and are without shepherds. Our goal is to help plant 50-70 new churches over the next two years.

Increased church planting in Sub-Saharan Africa –Through our partnership, we desire to spread the Gospel message as far as God directs and enables in Africa, including planting new churches to shepherd these new believers, and a new church to be founded & constructed at The Shepherd’s Home.

Shepherd 23:1 employs a holistic approach to rescue & care for vulnerable children, evangelize the lost, disciple new believers, teach & train pastors, and plant & support new churches.
